"The Streets of Stilwater" is the opening cutscene in Saints Row, shown upon completion of the creation of The Protagonist. As the first cutscene in the game, it introduces the player to their playable character; The Protagonist, as well as Julius Little and Troy, and the four gangs that are vying for control of the city of Stilwater: the Vice Kings, the Westside Rollerz, the Carnales, and the 3rd Street Saints.
It begins with The Protagonist walking down a street in the Saint's Row District at night and, after ignoring a jewellery merchant selling watches, he is stopped by a prostitute offering her services.
Just down the road, Vice Kings gang members are arguing about a Westside Rollerz graffiti tag that they come across. Levar, one of the three gang members, decides to tag over it, but the three are abruptly stopped by some Westside Rollerz gang members in the area. A fistfight ensues, and during it, Los Carnales gang members show up in a Hollywood and begin a drive-by shooting. All three of the gangs present begin an all-out gunfight, culminating in the Carnales car being fired upon by a Westside Rollerz gang member with a K6 Krukov. The driver is killed, and his foot hits the pedal, causing the car to speed off with no comandeering.
The Protagonist dives and just narrowly avoids being hit by the car (which hits a wall) but, due to an injury sustained in the gunfight, cannot get back up. The Protagonist is approached by the only surviving gang member, from the Vice Kings group, who simply states "Wrong time, wrong place, dawg", before raising a GDHC .50 at him, presumably because The Protagonist is a witness. As he is about to pull the trigger, the screen cuts to black, and a gunshot is heard.
It turns out that the shot was fired by Troy, a member of the 3rd Street Saints. Along with Julius Little, the leader of the 3rd Street Saints, Troy saved The Protagonist and provides back-up as Julius helps The Protagonist up and across the road to safety. While doing so, the Carnales' car explodes, which may have killed The Protagonist if not for Troy and Julius. Julius tells The Protagonist that the injury isn't so bad and that he'll be alright. He continues:

Upon the end of the cutscene, the player is given control of The Protagonist for the first time in the game, and is advised to begin the first mission of the game; "Canonized".

Once again, violence has erupted and has broken the stillness of the morning, as overnight in the Saint's Row area, all three warring factions of the main gang-related organizations have again traded gunfire and death. Known as Los Carnales, the Westside Rollerz with a 'z', and Vice Kings, these ruthless thugs think nothing of stealing what they want, engaging in prostitution, drug distribution, insurance fraud, loan sharking, and more, giving the Stilwater Police Department fits. And to enforce their territories, these marauders engage in firing weapons at anyone within striking distance, using explosive devices and military-grade material to manage the population of their competitors with deadly force - all while placing the law-abiding citizens of Stilwater squarely in the crossfire. When gang violence happens, and it will, tune to us for the latest details and information. For Jane Valderamma, Flying Officer Mike McCabe, and all of us in the newsroom, I'm Jack Armstrong.

Added by Moozipan Cheese- The prostitute's appearance is randomly generated each time the cutscene is played.
- "Buenas noches" is Spanish for "good night".
- The Westside Rollerz gang member wielding the K6 Krukov has an Ultor logo on the brim of his hat.
- It is unknown how exactly The Protagonist gets wounded in the cutscene, as no injury in the game can be seen. He is seen limping, using Julius for support, as they escape, so it is possible he sprained his ankle as he dived out of the way of the Carnales' car, or the car grazed The Protagonist's leg.
- If the player chooses to save the game before beginning the first mission, the save file will read "Meeting the Saints", along with "0%" game completion. Usually, after saving a game in Saints Row at any other time, the save file will read the last mission completed by the player.
