In Stilwater, the various shops in the city to help you develop and enhance your player. The shops can be found in every district and are set accordingly to the state of the District whether it is in the slums or a business area. In the start you can find on a small amount of shops and the ones unknown will be featured as a green diamond with a question mark on it. There are some stores in the game that are mentioned on the radio and advertised but are not usable. Some shops won't even be much of use to you for they would require large sums of money. All shops are available at the start of the game so you can buy the most fancy clothes or expensive car while still being regarded as low rank.

  • Bling Bling** - Keep it rockin' with some fine-ass bling.
  • Branded Clothing - Hip, trendy designer clothing. Very pricey.
  • Buy Jove** - Unique Roman style helmets and wear.
  • Impressions - Suits, coats, jackets, the very best of formal wear and retro chic.
  • Leather & Lace** - Lingerie for the discerning lady. Or guy who wants to feel pretty.
  • Let's Pretend** - Costumes and outlandish outfits.
  • Nobody Loves Me** - Goth, Emo and other 'alternative' styles, as well as piercings.
  • On The Rag - Eco-friendly and semi-formal. Profits go to saving the dolphins.
  • On Thin Ice - Jewelery outlet. Sunglasses, piercings, chains, whatever you want.
  • Rusty's Needle - Tattoos. Pretty self explanatory.
  • Sloppy Seconds - Cheap, used, still warm in some cases. Comes at a discount if still bloodstained.

  • Cycles** - If it's only got two wheels, you can get it here.
  • Foreign Power - A car dealer for buying a small selection of vehicles.
  • Rim Jobs - A car mechanic for repairing, upgrading and tuning vehicles.
  • Semi Broken** - A car mechanic for repairing, upgrading and tuning large vehicles that don't fit in the Rim Jobs garage.
  • Ship It** - sells speedboats and jet skis.

  • Apollo's** - Coffee and doughnuts. Cop heaven.
  • Brown Baggers - From 40 .oz bottles for the homies to high-class bubbly for the gentleman. Plus a few...extras if you want to pay a little more for it.
  • Charred Hard Burgers** - Beef charred hard, just the way we like it.
  • Company of Gyros** - World War 2 themed foods (however that is possible).
  • Freckle Bitch's - Can you handle The Fist? A pound and a half of beef.
  • Gas Stations** - Fill up and buy yourself a drink while you're there, too.
  • Lik a Chik - Does not actually exist anywhere on the map but is memorably advertised through in-game radio.
  • Night Clubs** - Several night clubs are located across the city to chill out, with drinks on offer.
  • Phuc Mi Phuc Yu** - Korean delicacies. And by delicacies, we mean bits of animals you really don't want to think about.

  • Brass Knuckles** - Sledgehammers, Butterfly Knives, Tazers, well, you're going to run out of ammo at some point. Ironically the store doesn't sell brass knuckles.
  • Friendly Fire - Indulge in your Second-Amendment right to buy heat-seeking missiles.

  • Shear Intensity* - A designer hair salon.
  • Do it Up* - A hair salon for those who were too lazy to cut it yourself.
  • Image as Designed - Stilwater's best and only plastic surgeon. Don't like that chub? We'll suck the fat out of your ass. (Note that this is also used to change the Saints leader's Appearance and/or Fighting Style, for a total cost of $500 per visit.)
