The Gang that the protagonist joins, and Flags Purple. The gang is racially diverse, specializing in gang warfare in an attempt to take the city from all the other Neighborhoods and restore peace. The Saints are led by Julius Little (Keith David), with 3rd Street Saint lieutenants Johnny Gat (Daniel Dae Kim),Dex (J.A.Q), and Troy Bradshaw (Michael Rapaport) backing him up. Lin (Tia Carrere) works as a spy to infiltrate West Side Rollerz and Aisha (Sy Smith) is a singer from Saints Row signed on with the Vice Kings' record label, Kingdom Come Records. The Saints direct their operations from a derelict church on 3rd Street, in the run-down residential neighborhood of Mission Beach on the East Side of Stilwater.
The 3rd Street Saints began as a minor Gang in the early 70's, back in Stilwater's war for territory amongst its largest warring Neighborhood factions: the Vice Kings, the West Side Rollerz who came in later years, and Los Carnales (Even though they have basically existed since the 70's it is unknown why they are a minor element today, possibly because they lack certain connections throughout the city which have already been grabbed by rivals). Over the course of events, through numerous gang killings the Saints become the most powerful steet gang in the city, due to the dedication of Neighborhood members young and old. They are based on the Chicago Disciples. Through intensive gun play 3rd Street Saints have survived the decades and have remained extremely active. With their roots tracing back to the 70's makes them one of Stilwater's Original Neighborhoods. Don't ever try to convince yourself that 3rd Street is a non gun play Neighborhood, because they will shoot up the entire block, Neighborhood, and will proudly accept war invitations from any Gang. 3rd Street philosophy, If you wanna War it out, go ahead lets shoot it out, we'll bring it to any territory that thinks they can out shoot us in the streets.

Approximately about the early to mid 70's about 30 years ago on 3rd Street, Julius Little consolidated the neighborhood and established the 3rd Street Saints. The Saints were formed literally out of the necessity of neighborhood defense from rival "neighborhoods" (another term for referring to gangs seeing how they claim the neighborhood and kill in the name of the neighborhood that's why it's been used),launching drive-by after drive-by attack on the area resulting in numerous killings. Because the Saints were fresh to the gang scene it can be assumed that rival neighborhood seniors approached the 3rd Street Senior with proposals, of siding with them or warring against them, and seeing how Julius is a 3rd Streeter to the purple bone it's a fact he chose to war with them. Ever since going active in the 70's the Saints have been active over the past three decades. Earning a reputation as a neighborhood to be reckoned with when it came to very serious gunplay anytime, anywhere in the daytime or night. Through numerous killings, 3rd Streets reputation for gunplay grew, becoming a neighborhood widely respected as an aggressive territory that will "get down" (shooting rivals or warring with them) in the daytime even more than night. 3rd Steet intiation is carried out in a 3rd Street Saint neighborhood tradition called "canonize" where a 3rd Street hopeful fights with multiple "Little Saints" for a certain length of time until Neighborhood Senior Julius calls the quits to it. Numerous shootings,assaults and killings have been credited to 3rd Street over the decades, with them warring with every neighborhood territory in the city and being a small neighborhood they have had no choice but to remain extremely aggressive.
Over the years 3rd Street has come into conflict with everyone, because of refusal to follow any other hoods rules. Currently they are warring with three other gangs: The 'West Side' 'Rollerz', the Vice Kings, and Los Carnales. Being heavily armed, due to a "Friendly Fire" gunshop being located right outside their territorial boundaries, the Saints have maintained dominance in the entire Saints Row area with both Russian and American assault rifles in addtion to numerous other arms, ranging from handguns to rocket-propelled grenades. However, in recent years, unfolding gang drama has pushed the 3rd Streets back into their founding neighborhood grounds (Mission Beach) leaving them in a weakened state and forcing them to fight to protect their original neighbourhood. 3rd Streets gunplay reputation is well documented in Stilwater Police databases, and with enemy gangs. Who have both been killed by 3rd Streeters over years.

Los Carnales are a neighborhood made up primarily of Hispanics, operating in the city of Stilwater longer than any other neighborhood. They can be identified by their red colors. They are headed by the Lopez Brothers, taking over after the death of their father with older brother Hector as the Young Neighborhood Senior and younger brother Angelo as a Carnales Original. Victor Rodriguez is their most active neighborhood enforcer, a man of imposing physical strength and endurance. Luz Avalos is Angelo's girlfriend, though there is a suggestion of an affair between her and the gang's liaison with Colombian Drug Cartels, Manuel Orejuela creating a tense situation between him and Angelo.

Los Carnales were the first neighborhood gang of Stilwater, and for a long time were the dominant neighborhood. For years the Carnales have ruled thanks to deep running connections with Colombians for drugs,which bring in scores of money which supplies them with all the weapons needed for fighting and winning wars. During their quest for city dominance they began to come into conflict with locals of a particular neighborhood. The residence of Sunnyvale Gardens mainly the gangsters, began to cause problems for the Carnales. Spearheading this movement was none other than Benjamin King, Vice King Neighborhood Senior. Unable to maintain control over "The Gardens" the Carnales were pushed out with force. Pushing the Vice Kings to expand further across the projects district, until they completely forced the Carnales to retreat further West. By the time of the game, they have lost their top position to the Vice Kings, but are still a significant presence in the city, dominating most of the Southern Island. Los Carnales specialize in drug trafficking and arms dealing.
Originally, the Carnales had a hold on a neighborhood within the territory of the 3rd Streets, along with another gang the West Side Rollerz. Their primary stronghold was an abandoned liquor store located in Athos Bay. It is known that Los Carnales have been at war with 3rd Street for over about 30yrs. The Carnales are the neighborhood that first introduced the drive-by. Notoriously acknowledged and respected as an extremely aggressive neighborhood quick to go to war. Being the oldest and second largest neighborhood guns are readily plentiful, being considered an aggressive neighborhood, those guns are used on a daily basis in order to fight the multiple wars they're currently engaged in. When it comes to gun fighting Los Carnales are one of the first neighborhoods mentioned. After the take over of that stronghold, the gang was one of four neighborhoods that engaged in a violent turf battle for control of the Saints Row area, culminating in a victory by the Saints and the retaking of their home territory. After this, the Saints began hitting the Carnales even harder performing more drive-by shootings against them, crossing out tags, hitting drug labs and hijacking a shipment of product. This causes 3rd Street to appear on the Carnales' radar, with Manuel becoming concerned that the Lopez brothers can not secure drug shipments. In retaliation, Los Carnales launches its own pre-emptive attack against 3rd Street territory. The attack is pushed back, and the Saints neighborhood retaliates in turn even harder, and becomes that much more aggressive in the ongoing war between these two neighborhoods. Using the truck that was carrying the drugs they hijacked, they infiltrate a Carnales drug lab and engage the Carnales in a fierce gun battle, killing all of the Carnales on site.
Hector decides to continue as planned with meeting the Colombians at a major shipment, personally with an entourage of rocket-launcher toting bodyguards. Despite the number of Neighborhood Originals, Hector and his guards are assassinated by a sniper. Although the sniper is a 3rd Streeter (the player character), in the confusion it is initially thought by the Carnales that one of the Colombians had fired the shot. Victor, either present at the docks or arriving after the fact, reports to Angelo that his brother is dead. This sends him flying into a rage. 3rd Street Neighborhood Senior, Julius, sees an opportunity to get into the lucrative drug trade within Stilwater, sending representatives to meet with Manuel at a Tee-N-Ay. Instead, they are ambushed by Carnales shooters lead by Victor.
Barely escaping, the representatives make their way back to Mission Beach. Not too long after that, Victor hits the neighborhood again. This time leading a direct attack on the church. After an extremely fierce gunbattle in the middle of the streets of Mission Beach, Victor assaults 3rd Street himself in his customized Bulldog SUV. However, the SUV is smashed by K6,AR40's and other automatic arms. Being heavily damaged and eventually explodes. This, however, does not stop Victor, who comes out of the flaming wreckage and attacks the Saints whilst on fire himself, much to the surprise of the Saints. Despite this, Victor is eventually killed.
A distraught Angelo vowed to take revenge for his brother and friend, straining his relationship further with Luz. Meanwhile for the Saints, the Colombians issue an ultimatum: they will work exclusively with the Saints if they can return confiscated cocaine to them from a police lock-up. To do this, the Saints formulate a plan to use a car bomb to blow a hole in the wall of the police evidence locker and steal back the Colombians cocaine. After a tense drive to the station, the Saints detonate the bomb, steal the cocaine and make a frantic run back to a garage with the police on their tail.
Manuel meets with the Neighborhood Senior of 3rd Street, to formulate a business deal at a strip-bar. However, the meeting is interrupted by Angelo who opens fire with an automatic assault rifle, meaning to avenge the death of his brother by killing all involved. He is unsuccessful and quickly retreats. Manuel then offers the Saints his home address. Assaulting the Lopez Mansion, the Saint's take it over, but Angelo escapes after a wild chase through the city.
With the Carnales leadership decimated, and the drug and weapons production capabilities all but destroyed, Angelo now attempts to leave the city to rebuild his gang at a later date. The Saints become aware of this, and strike at the airport where Angelo's private jet is preparing to take off. Despite tight security, a pair of Saints manage to destroy the Jet, and everyone on-board, on the runway. Luz, at the airport to meet with Angelo, arrives at the very end of the fight and is met by Angelo's killers. Despite some threats of violence, they let Luz go unharmed. She is later seen with Manuel, possibly beginning a relationship.

With the Carnales gone, the Saints control most of the southern island and control the majority of the Stilwater drug trade, as well as the docks and airport. Five years later, The Brotherhood would take control of all this region. Their drug market would also open up for control, bringing in the Sons of Samedi.

The Vice Kings can trace their roots back to the late 60's, early 70's (due to a photo held by Benjamin King Neighborhood Senior/founder of VKs), back in Sunnyvale Gardens to counterbalance the power of Los Carnales. They were the only ones to successfully fight back and triumph against them, who were at the time an unstoppable force controlling the entire city. Back in those days there were shootings, yes, but the guns weren't high powered assault rifles with thirty round banana clips sticking out. They were mostly armed with Vice 9s and SKR-7 Sprees with a few K6 Krukov 7.62mm interspersed. Los Carnales back in those days, further back before 3rd Streets founding era, (Neighborhood Senior Julius Little was living in Sunnyvale possibly around this time, seeing how it's well recorded he grew up there,and was intrigued with a particular Vice King member Benjamin King) dominated every neighborhood in the Southern Island for sure. They were pretty much muscling there way into unclaimed areas on the West Side at the time, but Sunnyvale had neighborhood street toughs.
As Los Carnales began to start shooting residence that resided in "The Gardens" the neighborhood began to scramble together in order to resist this approaching force. Taking lead would be the man most respected in the streets of "The Gardens" Benjamin King, who consolidated the neighborhood into a formidable force on to the West Side. Through fierce gun play Vice Kings began to send a clear message out to the Carnales,that they were now an active and aggressive neighborhood. Shooting after shooting followed by retaliation shootings engulfed the projects district in everday war. Back and forth gang shootings led to casualties of both sides, and over the years as other neighborhoods were established the Vice Kings included them in the wars. Leading to more killings and tension amongst the various neighborhoods. Their power comes from minor arms dealing, gambling and prostitution. Yet the crown jewel of the VK's is the famous Kingdom Come Records company founded by Benjamin King.
Future hopeful member/rapper of the gang, Warren Williams was always in a locked duel against King because of his feeling of needing to prove he's gangster. Williams argued that violence and brute force was the only way to show the rising Saints gang true power, while King remained more calm and collected about the matter. With the help of Tanya Winters, Warren staged a coup against Benjamin King. After having the Senior of the gang run away for his life, the VK's fell under the control of Williams. This however, was short lived, since Tanya betrayed Warren by killing him and taking all the power for herself. Winters had little to none experience running a gang, let alone one of the most powerful ones in the city. During her short reign, it's mentioned a few times that the gang had major conflicts within its ranks. This lead to more than half the members to quit, while a small portion remained loyal to Winters. After Benjamin King allied himself with the 3rd Street Saints and killed Tanya himself, the Vice Kings gang disbanded.
In present-day Stilwater, the VK's serve as little more than the private security force that serves to safeguard King's personal dynasty. The gang is loosely based on the Chicago-based Vice Lords gang.

[edit] Westside Rollerz
Unquestionably inspired by the The Fast And The Furious film series, The Westside Rollerz consist of a cadre of street racers and tuners that supplement their illegal hobbies through dealing in stolen auto parts that they acquire by preying on truck shipments traveling through Stilwater. Their true passion seems to be racing for sport above all else. Its also hinted through the game that the gang was mostly made up by rich kids who lived in the heart of the Rollerz turf: the suburbs.

The small gang was ruled by Joseph Price. He saw over all the Rollerz dealings from atop his suburban mansion, though not afraid to get involved personally if needed. At his side, always giving him advice was his uncle William Sharp. This mysterious man was the one in charge of all the gang's monetary business and always kept a keen eye watching out for it. Said to be the best mechanic in the city, Donny also served the Westside Rollerz. He was very much respected and cared for by the entire gang. This to the point of them giving up their lives so Donny could escape safely from a dangerous situation. He was also the best friend of the group's leader Price, who trusted Donny with his life.
After the Rollerz found themselves leaderless, the small gang disintegrated away. Their legacy, however, was apparently not forgotten. Five years after the gang's end, the Japanese-styled Ronin moved into the city. This new gang uses almost identical cars to the Rollerz, and dedicate to the same business in the same region of the city.
