Notoriety is a feature in Saints Row, Saints Row 2 and Saints Row: The Third.

Notoriety represents The Protagonist's "wanted level" at a given time.

There are two separate Notoriety meters for Police and Gangs. Each has a maximum of 5 levels, and the fifth level cannot be lost by time like the others. Committing "bad" actions will fill up the bar. When the bar is full, one level will be added and the bar will reset. Conversely, when a level is lost by time, the bar will be full again and a level removed. There are 3 ways to remove all the notoriety:

  • Visit Forgive and Forget to remove all Notoriety for a fee. (Saints Row and Saints Row 2 only)
  • Visit a Plastic Surgeon to change your physical appearance. (Saints Row and Saints Row 2 only)
  • Hide in an owned Crib or Shop (Saints Row: The Third only)

The Notoriety does not decrease (regardless of level) at all when The Protagonist is flying a helicopter/aircraft or using boat.

When, in Saints Row and Saints Row 2, The Protagonist commits a crime, may the crime be a simple theft or a homicidal rampage, his Police Notoriety increases. If any law Enforcement Officer sees the crime, The Protagonist will earn one star, if not the bar will only fill up. Shooting a gun or Fighting each other in any store results in alarm being triggered and an instant Level Three Notoriety; blowing up a section of an El Train (which requires two separate explosions by an RPG, a grenade or a pipe bomb results in an instant Level Two; destroying (either by shooting down, blowing up or crashing into with a player-flown chopper) a police helicopter results in an instant Level Five.

Saints Row 2Edit

Ultor and Police share one notoriety meter. If The Protagonist is in the Ultor Territory, then police officers will be replaced by Ultor Security Guards and SWAT by Masako and if he exits it, Police or SWAT will come back, regardless of where the fight did start.

Smoking a Blunt in front of police will earn one level of notoriety.

With level one of Police Notoriety, Police Officers will go after the player should they spot them. They will use non-lethal weaponry against the player, like Nightsticks and Stun Guns, with the intent of arresting them. If the Player grabs a Human Shield they will attempt to use negotiation and flanking maneuvers. Officers will only shoot if the player shoots at them or has a firearm.

At level two Police Officers will begin to actively hunt the player. Officers will be armed with NR4 handguns or Tombstone shotguns. Police will drive aggressively at this level, often trying to ram and spin out the player, and will go after the player with helicopters, speedboats, and motorcycles should they try and escape this way. If the player grabs a human shield they will attempt to use negotiation as well as flanking maneuvers.

Level three starts to get more difficult. SWAT teams will deploy roadblocks consisting of 2-3 SWAT vans and SWAT officers armed with AR-40 Xtnd assault rifles, SKR-9 Threat SMGs and Tombstone shotguns. SWAT helicopters will also begin deploying squads of SWAT on the ground. Human shields will no longer be spared, but officers may still try and flank should the player be holding one of their own captive.

The fourth level of Police Notoriety really starts tests the player's skill. Roadblocks now have the Bear APC with them accompanied by its 360 degree rotating turret. Plus the Tornado attack chopper will be dispatched and with its high powered minigun and devastating laser guided rockets, the player should seek shelter or blow it up with an RPG. If the Player grabs a human shield it will do very little. The police will slaughter the shield, even if it is one of their own officers. Only very, very rarely will they stop shooting and try and flank.

At the fifth level, the FBI will begin showing up, driving in heavily armored SUV's. FBI Agents are heavily armed and deadly, using weapons like the GDHC .50, the AR-40 Xtnd, and the AS14 Hammer. In addition, the Tornado will continue to try and slow down the player with missiles and miniguns. Human shields, civilian or police, will not be spared.

Saints Row: The ThirdEdit

In Saints Row : The Third, the Notoriety acts a little differently. The bar isn't visible anymore, but the player can check if it is constant, decreasing or increasing by looking at the last symbol : If it flashes it increases and if it blinks it is decreasing. Also, while the player is visible, the Notoriety will stay at level 1, forcing him to hide. It should also be noted that Gangs and Notoriety now always shoot at the player or its shield, without trying to flank because of the disparrition of the "Arrest" mechanism. The Gang Notoriety share one icon, but the dispatched gang will be the one attacked and above Level 2.

Notoriety for each of the three Syndicate gangs is tracked separately, with the highest of the three displayed. If Level 2 or higher notoriety is gained with one gang and the player moves into the territory of another gang, the former will continue to spawn and chase the player. The gang whose territory it is will chase the player if the player provokes them enough to overtake the first gang in notoriety. Should that happen, the first gang will stop chasing.

Gangs

Notoriety Level Type Description
1 star Land Gang members passively hunt the player. No gang members are dispatched to chase the player. Gang members engage the player only upon sight. Gang vehicles usually contain one gang member, but sometimes two. Gang members use the 45 Shepherd pistol, the TEK Z-10 SMG (except the Deckers, who prefer the D4TH Blossom), or the Grave Digger shotgun.
Roadblock No roadblocks are deployed.
Air No air units are deployed.
2 stars Land Gang members actively hunt the player. Gang members are dispatched to chase the player. Gang members arrive in one of their gang's three main vehicles to engage the player. All gang vehicles now have two members in them. If the player is driving a vehicle, gang vehicle drivers will attempt to pursue or intercept. Gang members may spawn with the Annihilator RPG in their possessions.
Roadblock Gangs set up roadblocks using their three main vehicles. Roadblocks consist of two to four gang cars and two gang members per car used in the block.
Air No air units are deployed.
3 stars Land Gang member spawn rate is increased. Gangs will start to deploy specialists. Luchadore specialists are armed with a GL G20 and will ride in their gang vehicles. Decker specialists are armed with a Shock Hammer as well as a pair of D4TH Blossoms and will hang at the back of their gang vehicles. Morningstar speicalists are armed with a McManus 2015 and unlike theit Decker and Luchadore counterparts, they tend to stay away from the player.
Roadblock More roadblocks are set up on the streets of Steelport.
Air The Morningstar send in an Oppressor with a specialist at each side of the helicopter and a Morningstar member controlling the aerial vehicle.

It should be noted that Morningstar will deploy helicopters regardless of the current chasing gang if their notoriety is above 3 stars. This is because other gang members don't have air vehicles to dispatch.

4 stars Land Gang vehicles now contain four gang members. Spawn rate of gang vehicles is increased. Brutes are now deployed and are found on the back of Criminals. They may carry an Incinerator, a Mini-Gun, or be unarmed.
Roadblock Roadblocks are reinforced with concrete barriers. These barriers require a substantial amount of force to knock over. Specialists are found at roadblocks.
Air The Morningstar deploy more Oppressors.
5 stars Land More units are deployed. Gang members are more likely to carry heavier weapons. More Brutes will appear.
Roadblock Roadblocks can be 2 lines thick and Mini Gun or Incinerator-armed Brutes will guard them.
Air The Morningstar deploy a Tornado.

Law Enforcement

Notoriety Level Type Description
1 shield Land Law enforcement passively hunts the player. No police units are dispatched to chase the player. Police engage the player only upon sight. Peacemaker police cars usually contain one officer, but sometimes two. Police officers use the KA-1 Kobra pistol or the AS3 Ultimax shotgun.
Roadblock No roadblocks are deployed.
Water No coast guard units are deployed.
Air No air units are deployed.
2 shields Land Law enforcement actively hunts the player. Police units are dispatched to chase the player. Police officers arrive in both marked and unmarked Peacemakers. All police cars now have two officers in them. The Kenshin police motorcycle is also dispatched. If the player is driving a vehicle, police vechicle drivers will attempt to pursue or intercept.
Roadblock The police will now set up roadblocks with Peacemaker police cars. There will also be spike strips laying in front of the blockade. On small roads their mostly will be two police cars per roadblocks. Bigger roads can have three police cars per roadblock, with two police cars blocking both lanes, and a third one standing in the middle of the road, behind the first two. On the biggest roads there will be four police cars in a roadblock. Per police car there will be two officers armed with KA 1 Kobras. So a block with two squad cars will have four officers.
Water The police will now deploy Sharks with one officer on it. The cops will shoot from the jetskis. The officers sitting on the police jetskis are the same as the motorcycle cops.
Air No air units are deployed.
3 shields Land More marked and unmarked Peacemaker police cars will now be deployed by the police. Also motorcycle cops will show up more often. The police officers now drive more aggressive, trying to ram the player of the road. All police cars still will have two officers in them and the police bike also will have one officer per bike. All officers are, again, armed with KA 1 Kobras and AS 3 Ultimax Shotguns.
Roadblock The police will now deploy more roadblocks and still with the same amount of vehicles. But now the SWAT team are using their SWAT Vans, the Lockdown, to help the police to make the blockades harder to breach. Most of the time, half of the vehicles per roadblock will be police cars and the other half will be Lockdowns. So a roadblock with four police vehicles will have two Peacemakers and two Lockdowns. Per police car in the roadblock their will be two officers armed with KA 1 Kobra pistols and the AS 3 Ultimax. Per SWAT Van in the roadblock their will be two SWAT officers, armed with KA 1 Kobras and riot shields. The riot shields are bullet proof, which makes the SWAT harder to kill than normal cops. SWAT units also are better protected from gunfire. Spikestripes still are being used in roadblocks.
Water The police will deploy more Sharks to chase the player. Each shark will have on officer using the vehicle, while shooting at the player. The officers have KA 1 Kobras. Now the SWAT will also send in their police battle ships. These battle ships, called the 'Commander' ingame, are armed with both missile launchers and machine guns wich will be used against The Protagonist. These boats will be driven by a police officer armed with KA 1 Kobra or AS 3 Ultimax, assisted by a SWAT officer who has an AR 55 Assault Rifle.
Air The police now will send in their Oppressor helicopter. There will be one police officer, armed with a KA 1 Kobra or AS 3 Ultimax, piloting the helicopter while two police officers, with snipers will be trying to take the player down. There is an sniper at the left side of the helicopter, as well as at the right side, which results in the player continuously being shot at by the sniper team.
4 shields Land All available units will now be send after the player which means that a lot more marked and unmarked Peacemakers will show up to pursue the player. The officers now drive extremely aggresive, trying to disable the suspect at all cost. Some police cars still will have two officers in them but most of them will now contain three officers. A driver, a passenger and a police officer at the back of the car. The officers are armed with KA 1 Kobras and AS 3 Ultimax shotguns. Police officers might pick up different weapons if these are dropped by enemies. If a Saint dies, for example, and drops a K8 Krukov the officer will pick this weapon up and use it against the player. Police motorcycle officers won't show up anymore. Now, if the player is on foot, the SWAT Team will come to the players location in SWAT Vans (Lockdown). This armored van is driven by a police officer armed with KA 1 Kobra or AS 3 Ultimax and has four SWAT units hanging at the side of the vehicles, two at each side. These SWAT officers are armed with KA 1 Kobras and riot shields. They will shoot at the player, use the shields as cover but will also try to hit the player with the shield. The Lockdown won't show up while the player is in a vehicle. Sometimes, when the player has attained four shields, than the Steelport National Guard will show up with Humvees (bulldogs) which will have a soldier driving and one using the mounted gun on the roof. The SNG doesn't always show up at notoriety four. It depends on which weapon the player is using and if The Protagonist is on foot or in a vehicle. When The Protagonist is in a vehicle there is more chance that SNG troops will show up at four shields, than when he is on foot. If the player is using pistols or SMGs there is less chance that the SNG will show up than when the player is using an K8 Krukov or a Viper Laser Rifle. About 50% of the time the SNG will show up when the player has killed a bunch of law enforcers or SWAT members at notoriety four. The other 50% they will already come after the player at the moment notoriety four is reached. SNG troops carry KA 1 Kobra pistols and AR 55s with them.
Roadblock Peacemakers now disappear out of the roadblocks. Instead, Lockdowns will be used to block the road. Per Lockdown there will be two SWAT officers. These SWAT officers are armed with AR 55 assault rifles. Lockdowns will only be used in big roadblocks, containing four SWAT Vans. In the smaller roadblocks, containing two vehicles, the SWAT will use their armored personnel carriers. This APC, known as the 'Bear', has a dark blue color, with SWAT and police markings on it in white letters. It has a mounted minigun on its roof. Per SWAT Bear used in a roadblock there will be three SWAT officers with AR 55s. More roadblocks will be set up at a notoriety four, which means that sometimes there will be two roadblocks in the same road. Spike strips won't be used anymore, instead the blockades are reinforced by small concrete walls, which are very hard to break through with a civilian car.
Water More police Sharks and SWAT Commanders will be send after The Protagonist. There are now more Commanders than Sharks.
Air The police Oppressor will be called back to base and will be replaced by the SWAT Eagle, which is a dropship based on the Black Hawk Helicopter. The dark blue helicopter, with white SWAT markings on it, will fly to the player and will search for a good spot, where it can decrease to street level. Once the helicopter has found a spot and it will float about two metres above the ground and a four man SWAT team will jump out of the chopper. All four SWAT members are armed with AR 55 assault rifles as well as the SWAT pilot, who also has this weapon with him. If the player is in an aircraft, boat or has taken out the Eagle, than a SWAT attack chopper (Tornado) will show up. If The Protagonist is in an vehicle, the eagle has dropped his ground troops or has taken out the Eagle, another Eagle shows up instead of the Tornado. The SWAT tornado is a dark blue attack chopper with the words SWAT and Steelport on it in white letters. The tornado has both a minigun and missiles, which will be used against The Protagonist at full effect. The pilot of the tornado is armed with an AR 55.
5 shields Land All traffic cops will now disappear from the streets. No more police officers, Peacemakers, police motorcycles will be send after the player. Lockdowns also won't be dispatched anymore and the SWAT Bears will now disappear from the roadblocks. Instead SNG Bulldogs, and SNG Challengers (tanks) will fill the streets. Almost every SNG soldier has a AR 55, except for some who will use the KA 1 Kobra or the Annihilator RPG. One of the soldiers inside a Bulldog, will use its mounted gun instead. When the player is on foot, the SWAT will still show up in Bears. Unlike the marked dark blue bears which were used in roadblocks at notoriety four, these SWAT APCs are completely black, without any markings. If it stops, three SWAT officers will exit the back and will open fire at the player with AR 55s, while a fourth SWAT member will remain inside firing the SWAT Bear its minigun.
Roadblock No more police or SWAT vehicles are used in roadblocks. Instead the roadblocks will mainly consist out of a Challenger tank and two armed Bulldogs. Sometimes there are also two unarmed bulldogs instead of the ones with mounted guns. In other occasions their will be two Bears with SNG markings on it replacing the bulldogs. Each roadblock will have about six to eight soldiers.
Water On land, the police has almost disapepared, but on sea, instead there will be even more SWAT commanders chasing the player. A few Sharks still will assist the commanders. All officers still use KA 1 Kobras or AS 3 Ultimax shotguns. The SWAT members using the commanders will have AR 55s.
Air An SNG version of the Eagle will now replace the SWAT Eagle. Except for that, it has the same purpose as it processor; dropping of SNG soldiers armed with AR 55s to kill the player. The pilot also has an AR 55. SWAT Tornados also won't show up anymore. Instead the SNG will send in a Vulture attack chopper, which has stronger machineguns and missles. Except for that, it has also the same purpose as the SWAT attack chopper. If the player is in an aircraft himself, the SNG will send in two Vultures at a time.

If STAG is in the city, they will replace SNG.
